Unpack all files somewhere, say C:\Program Files\Accessories but it particularly matter. Once you've done that you'll want to make a shortcut to aphorism.bat (the batch file that generates an aphorism and copies it to your clipboard) on your desktop or where ever is convenient for you (drag aphorism.bat to the desktop with the right mouse button and choose Create Shortcut when you release the button). The batch file (aphorism.bat) has a pause command at the end of it so that if you're using Windows XP you can see what the aphorism actually was so you can keep generating aphorisms as some of them are pretty daft. If you're not using XP you probably want to remove that pause with a text editor as batch files and command prompts work differently with older operating systems and they leave the aphorism on the screen anyway (you have to specifically close the command window).
